They have to either get him back or eliminate him. Hawkins from MI 6 is instructed by the Prime Minister to carry out the operation in total secrecy, and avoid world embarrassment. He recruits Shepherd an aging RAF Harrier pilot to go in and carry out the operation, with promises of new identity and wealth if he succeeds.
